Nothing to be done about the weather - and there have been other years when conditions have been grim. Other Slams have suffered too weather wise and ended up with such a backlog that back2back matches have been inevitable in the latter stages.
I had a thought that if there were NO ATP events in the week before that the the Slams gain an extra 2 days i.e. a 3rd weekend at the beginning. Play R1 all seeded players over the first Sat/Sun (that'd pull in the crowds and the TV co's) allowing qualifying final rounds the same days. Finish R1 Mon/Tue (those featuring Qualifiers to allow rest) and start R2 Tue rather than Thursday. It's about the only way the slams could build in a 2 day leeway to help with bad weather scheduling.
They somehow need to play all the Qtrs on the same day, and R4 if possible (just as at Wimbledon).
With regards to a roof the USO have a real problem on their hands.
Ashe is their show stadium but putting any kind of roof on that thing would be a massive task but they'd probably not want to spend the money on roofing over the other 2 show courts because they don't hold so many spectators.
